Our Community


Holland Rise & Whitebeam Close TMO is located on Clapham Road, in the Vassall Ward of London Borough of Lambeth. Vassal Ward has a population of 14,143, according to the 2011 census, and area of 1.13 km².
The estate has a strategic location on Clapham Road, SW9 London, where it is flanked by two tube stations – Oval Station on Northern Line which is a 5 minute walk and Stockwell Station on Victoria Line which is a 10 minute walk from the estate. Buses 155 and 133 stop near the estate on Clapham Road. 
Holland Rise House and Whitebeam Close are surrounded by well maintained, attractive estate lawns and shrubberies, with Whitebeam Close being interspaced by rows of Whitebeam trees, after which the block is named. Block 10-27 of Whitebeam Close also falls into a Conservation Area.
Clapham Road is embedded in a leafy suburb of London having a great mix of cultures and languages. It has a lot of bars, restaurants, supermarkets, hotels, gyms, cafes with the famous Oval Cricket ground a walking distance from the estate. The combination of its diverse, vibrant, and multi cultural settings has allowed the neighbourhood regain its fashionable 18th-century status, as a much sought after place to live and work. 

Property Tenure:


There are 68 tenanted properties, 35 leasehold properties and 4 freehold properties in the estate.
The estate has a low turn over of tenanted properties, while the leasehold properties are mostly owner occupied (62.5% of leasehold properties are owner occupiers).
Two Residential Blocks
The estate comprises of two residential blocks - Holland Rise House, a high-rise tower block with 25 floors and 80 flats (72 two-bed flats and 8 one-bed flats) and Whitebeam Close with 27 properties, consisting of 9 semi detached three-bed houses, 9 three-bed maisonettes and 9 bedsit apartments. 

Holland Rise House was built in 1967 with the first tenants moving into the building in 1968, while Whitebeam Close was built in 1969 and the first tenants moved in 1970.

The estate has 25 locked up garages and 22 car ports which residents can rent for parking their vehicles.


It also has a Community Centre where most of the estate activities are held, but is also available for residents to rent for their social activities and engagements. The two buildings are surrounded by well maintained and attractive estate lawns and shrubberies, with Whitebeam Close being interspaced by rows of Whitebeam trees which the block is named after. The estate is located in the heart of South West London on the popular Clapham Road with two tube stations – Oval and Stockwell Stations, just a few minutes’ walk away.

Equal opportunities and equalities issues are fundamental to the TMO, as a Tenant Management Organisation in a very diverse inner-city area, and as such are reflected in our Rules. They also form the platform on which our management agreement with the Council is built. Our Equal Opportunities Policy and procedure is a key schedule in the management agreement. Our management agreement requires the TMO to monitor and annually report on:
1. the admission of members;
2. the employment of staff;
3. committee membership;
4. management of estate services and administration of tenancy including residents’ disputes
5. the appointment, and employment of contractors or consultants; and
6. the consultation, engagement and involvement of residents.
We value the diversity of our community, as illustrated above, and we are keen to encourage and enable all different groups within our community to get involved in the TMO at a level that they choose.
