Holland Rise and Whitebeam Close TMO is a Tenant Management Organisation (TMO) which was developed under the Housing (Right to Manage) Regulations 1993. The TMO is a not for profit organisation registered under the Co-operative and Community Benefit Societies Act 2014 which replaced the old Industrial and Provident Act.  

Holland Rise & Whitebeam Close TMO Celebrates 25 years of Self-Management. 


Yes it’s been 25 years since the TMO was set up on 16 August 1995 as a resident led management organisation under the Industrial Provident Act 1965 providing housing management services in the estate on behalf of Lambeth Council. Twenty five years later, the TMO is still standing strong and continues to provide housing management services (now under the Co-operative and Communities Benefits Societies Act 2014).

We thank everyone that has been part of the journey so far, we would not have achieved much without your dedication, support and involvement in the development of the TMO. We look forward to a brighter future for our estate, filled with love and respect for one another, and drawing from our strength, resolve and dedication of the last 25 years, to ensure that Holland Rise & Whitebeam Close TMO continues to be a great, lovely estate we can all be proud of. 

Shareholders Approve New Rules of Association for TMO


TMO shareholders at a Special General Meeting of the Society held on Thursday, 05 September 2019 voted unanimously to adopt a new Rules of Association. 

The 2019 Rules of Association replaces the old Rules of Association that was adopted in 1993 and needed updating. The new Rules is more detailed in terms of Society’s objectives, terms of membership as shareholders, roles and duties of the board and executive officers.
